The Administrative Council of Wikimedia Small Projects oversees the group and its work, and is also responsible for its administration. It is one of the group’s primary governing bodies.
It consists of seven (7) seats: four seats elected by the community and one reserved for the group’s founder—all of whom serve as voting members—along with two seats appointed by the Board of Directors, who serve as alternate voting members.
The Secretary of the Organization serves as the Chair of the Council. The Secretary presides over sessions and moderates debates; however, they do not hold a seat on the Board, are not a member of it, and do not have voting rights, except in the event of a tie (casting vote), unless they are council members.
Each Council member has one vote, and decisions are made by the affirmative vote of the voting members present at a session. Decisions may also be reached through written resolutions without a formal session; such resolutions are approved only if signed by all Board members who hold voting rights.
History
The responsibilities of the Administrative Council were initially assumed by the Basic Committee, which was in charge of managing the group until the approval of a Fundamental Text. Once the group’s initial structure was established, this Committee was dissolved, and its functions were delegated to the General Coordinator, pending formal recognition by the Wikimedia Foundation.
Following this recognition in 2021, the General Coordinator delegated administrative functions to the Administrative Commission—a body that initially consisted of three members and was later expanded to five. During the group’s reorganization process, the Administrative Commission was dissolved, and its responsibilities were transferred to the Executive Committee and the Administrative Council.
Structure
In accordance with the provisions of Article 12 of the Fundamental Text, the Administrative Council is composed of seven (7) seats: four (4) of them are elected by the community, two (2) are appointed by the Board of Directors and one (1) is reserved for the Founder of the group.
- Community-elected members: Known as council members, they serve a four (4) year term, which may be renewed for up to two additional terms, for a maximum total of twelve (12) consecutive years. They hold voting rights and the power of veto.
- Board-appointed members: Also known as council advisors, they serve a three (3) year term, which may be renewed for two additional terms, for a maximum total of nine (9) consecutive years (subject to a limit of two reappointments). They do not have voting rights—except in the absence of regular voting members—and cannot exercise a veto.
- Founder: The seat reserved for the group’s Founder is permanent; the holder possesses both voting rights and the power of veto. This position only terminates in the event of suspension, resignation, or death.
As stipulated in the Rules of Procedure, the terms of office of members and advisors begin on January 1 of the corresponding year and end on November 30 of the year of their termination, coinciding with the ordinary session period. Early vacancies or interim appointments (such as that of the Founder) are governed by the date of their formalization and the duration of the underlying circumstance.
The elected and appointed seats may be renewed six months before the end of the current term during a Council meeting. At this meeting, an evaluation of the council member or advisor's contributions and their willingness to continue in office for a new term will be conducted.
