Las responsabilidades del Consejo de Administración fueron inicialmente asumidas por el Comité Básico, encargado de la gestión del grupo hasta la aprobación de un Texto Fundamental. Una vez que se estableció la estructura inicial del grupo, el mencionado Comité fue disuelto, y sus funciones fueron delegadas al Coordinador General, hasta que se obtuvo el reconocimiento de la Fundación Wikimedia.
